How many Egyptians does it take to replace a street lamp?

So the street lamps along our street were never great - see video of the street lamp meters away from our balcony on fire when the wires went last year in another blog post - so maybe that's why this week someone decided to replace all of the lamps. Here's the steps they seem to have gone through to do this:
1a) Saw off street lamp at the base. NB. Make sure that this leaves the rugged metallic circular edge where the lamp once stood protruding about an inch or so from the ground. Out of this, of course, will be various cables that may or may not have been tied off at the end.
1b) Leave street lamp lying on what small amount of pavement there is for a few days.
2. Take off lamp and shade.
3. Replace lamp and shade (this seems to be optional)
4. Erect street lamp in new location using a vast amount of concrete to set the base.
5. Leave the rugged metallic circular edge and protruding cables as they were, about 1m from new street lamp position.

Number 3 seems to be optional because out of all of the street lamps that are up again, none of them actually have a lamp reattached.

So now along our street we have these random serrated edges coming out of the ground, but they are easily marked by the large electrical cables that are spilling out of them. Nice!

EDIT: It seems from a walk out this morning that the serrated bases are being removed and large holes being left in their place - brilliant!
